. The following appeared in a memorandum from the business department of the Apogee Company.“When the Apogee Company had all its operations in one location, it was more profitable than it is today. Therefore, the Apogee Company should close down its field offices (n. 外地办事处) and conduct all its operations from a single location. Such centralization would improve profitability by cutting costs and helping the company maintain better supervision of all employees.”
In this argument, because the Apogee Company found that it was less profitable than before when it decentralized its operation from one locatin, the company concludes that it should shut down its field offices and run the operations in one single place. Apogee company contended that the centralizing process would cut costs and maintain better supervision so as to reinforce its competitive advantage. However its contention was flawed in some aspects.
In the first place, some factors other than centralization may influence the company’s profitability, such as the prosperity of economy. Coincidently, when the company conducted all its business in one place, the national economy was in good condition. Whereas the economy started to go bad after the company opened other field offices. As a result, the centralization alone couldn’t guarantee the higher profitability.
Secondly, Apogee Company wanted to cut costs and improve supervision through centralization. but we had no confidence to say that it can accomplish its goal. Due to the enormous large number of workers, it is so hard that the present management force can not control all of the workers. If the managers are insufficient, not only the supervision but also the safety of working condition will be deteriorated. To solve this problem, Apogee need to employ more senior managers and apply more high-tech tools. Thus the costs will probably rise compared to pre-centralization.
Moreover, the author assumes that the centralization and the establishment of field offices are mutually exclusive alternatives, and that there is no middle ground between these two options. In fact, things would be better if the company can find a perfect middle point. Closing some of its field offices and centralizing the others, the Apogee company can enjoy the benefits of both centralization and decentralization.
In conclusion, this argument is relatively weak. To buttress the conclusion, the author must provide the evidence to prove the relationship between centralization and high profitability, and the evidence to prove the ability to manage a huge number of workers.
