这道题是说减缓来年经济增长的预言会引起当前的美元贬值，但是这种预言只会影响属于预算赤字的美元，因此为了阻止未来货币流下降预算赤字必然会下降，对吗？

刚才理解有误，它是说预言不会反过来影响政府巨大的预算赤字，对吗？

MM EQ没问题。这个句子是不好理解。

 But that prediction would not have adversely affected the dollar had it not been for the government's huge budget deficit就是这句在作怪。

这句话整体上是一个大倒装加小倒装结构。

一个原本由if引导的条件状语从句，将主句倒装至if从句之前，即将主句that prediction would not have adversely affected the dollar 提前；而后半部分又对 条件从句的引导词if进行了省略,同时进行倒装。即：由if it had not been for the government's huge budget deficit变成了had it not been for the government's huge budget deficit。
