D和E的区别在哪呢？

哦是个虚拟语气倒装。
如果没有大规模政府赤字，那个prediction不会对dollar有负面影响。而想阻止进一步的dollar贬值，赤字就必须减少。

had it not been for……还原就是if it had not been for……it应该指的是prediction
意会这句话就行了，要不是government‘s huge budget deficit，那个预言不会负面影响dollar

(D) Before there was a large budget deficit, predictions of slower economic growth frequently caused declines in the dollar's value.
在没赤字之前，预言会导致美元贬值
(E) When there is a large budget deficit, other events in addition to predictions of slower economic growth sometimes trigger declines in currency value.
当出现了赤字，预言连同其他的事情有时会导致货币贬值

这个argument的结论是缩减赤字以防止货币贬值
先看D，排除了赤字的影响，即没有赤字影响，预言也会导致美元贬值，美元贬值与否与赤字无关，从而削弱了结论
再看E，赤字出现的同时，预言和其他事情导致了贬值，有可能是赤字导致预言或其他事件，总之不能排除赤字的影响。

相比较，D更削弱
