DS question - requirement

In data sufficiency question, eg:

Is a < 0

(1) a=1
(2) a+7=8

from each of above statement, we could determine a is not less than 0, shall D be chosen?

My question is, when the statements could not support the correctness of the question, or even could prove it is false, shall them be "sufficient" to the question?
