I hold the same understanding as yours. But I therefore think that B is a better answer because it states that Daily Clarion actually care less about the people of Gotham City by devotes more of its pages to out-of-town news.

B: The Daily Clarion usually devotes more of its pages to out-of-town news than does the Daily Bugle. Pay special attention to “than does the Daily Bugle”. It is comparing out-of-town news between Daily Clarion and Daily Bugle. So, how about in-town news? We don’t know. Daily Clarion could have more in-town news than Daily Bugle as well as out-of-town news. Daily Clarion could be a 100-page newspaper, and Daily Bugle could be a 10-page newspaper, so that everything in C is more than B.

D points out that even though Daily Bugle is an out-of-town business, it’s entire editorial staff and editor-in-chief have been residents for 10 years. They can well represent the people of Gotham
                            City.  Gotham
                            City is the plot of Batman.
