关于一个句子中有两个否定词的取非问题

GWD-3-32中A选项：Not being able to take college-level courses while in prison is unlikely to deter anyone from a crime that he or she might otherwise have committed。

问题：1、取非是把not，和unlikely同时取非还是只取非unlikely或去掉not？

           2、这句话取非后能否推出being able to take college-level courses while in prison是什么情况？
