In your case, I guess the biggest, if not the only, concern could be where you wanna work or live right after graduation. Apparently, you've lived in both countries for a while, so you should've known which side of the border would be better for you. If you give the priority to the states, go for Purdue, or any other top American schools. If you’d like to settle down in Canada for a while, Ivey is definitely much much better than Purdue, or any other American schools (maybe the only exception is Harvard / Wharton. Yes, of course Standford too. But what kind of people leaves the gorgeous California and comes up to the damn cold CanadaJ). Although each school has its own strength and maybe you want to get into some particular industries, it really doesn't matter where you get your MBA (of course we’re talking about decent schools). Ivey is known as consulting school, but we can safely find Iveys get offers from major banks and other financial institutions even more than Rotmans do.
BTW, after your graduation, a Canadian citizenship will help you in a short-term (let’s say one or two years) because it makes you not so “international” and you don’t have to deal with H-1 problems. But eventually you probably still need a greed card.
