这两个选项都不是一个意思啊
前面那个是参加的比不参加的医疗开销少支持了这个计划能减少成本的观点；
后面那个是要求参加的（就是胖子咯）的医疗成本比普通人的成本少，扔进PC里就逻辑不通了- - 本来就开销少为什么还要人家遭罪

这个计划旨“reduce our health-insurance costs”，这两个group的cost的对比,无法说明该计划能够使整体的cost减少!
