the key is A, but I think A can also mean that "some poor is dishonest". Thus, I think D is better.

A by itself can mean "some poor is dishonest",但是你忽略了题目中本身存在的一个条件，All poor famers are honest。
D 其实就是文中All poor famers are honest的改写，本身并不能使结论成立
