个人理解：

..times + as +adj +as ....

...times + n +of....

倾向A、B。但是times后面加的名词能不能省略就不知道了，所以不知道到底是A还是B。期待NN指教

Retail sales falling at steepest rate since 1987。

我想那道語法題是不是可以這樣理解

sales are at three times that (指speed/rate) of xxx's overall rate.

或者 sales are at three times of xxx's overall rate

我趨向于前者，大家認爲呢？
