Emperor: The enemy empire across the sea has harassed us for centuries. I want to conquer it and stop it once and for all. What advice can you give me?
Admiral: If you cross the sea, a mighty empire will fall.
Emperor: In that case, prepare the troops. We set sail tonight.
Of the following, the strongest criticism of the Emperor’s decision to invade would be that it
(A) is certain to lead to the emperor’s defeat
(B) is based on opinion rather than objective facts about troop strength
(C) contradicts the Admiral’s statement
(D) fails to consider fully the possible meanings of the Admiral’s advice

   答案是D，想请问，D中的fully the possible meanings of the Admiral’s advice具体是说什么？？
   我不知道具体的意思是什么，感觉有两种含义：一是说如果cross the sea，才能灭了那个 empire ，二是说如果cross the sea，自己的empire就fall了
   请指教

你理解的很对了。D的意思就是说国王没有完全理解海军上将的意思。海军上将说：将有一个帝国覆灭。
注意问题问的是什么（Of the following, the strongest criticism of the Emperor’s decision to invade would be that it）
所以D，海军上将的话有两种意思，国王无根据的选择有利于自己的。
也不知说明白了没有。

我的理解和你的是一样的。就是
Emperor把Admiral说的“a mighty empire will fall”，理解成了"enemy empire will fall", 所以觉定出征。但是实际上Admiral也有可能意味着”昏君哪，如果你出征我们的强大帝国就完蛋啦！”
