说一个自己的想法。
年度财务预算下一财年收入不足量one billion dollars，由于没有feasible way增加可得资金，只有削减开支。因而只是做了一个如何之间节省10亿美金的计划，结论说有且仅有采用这个计划，才可能解决这个问题。

从题知，可以得出有且仅有Cut才能解决这一问题，但不是有且仅有采用这一计划，很显然可以采用其它的计划，只要那个计划能Cut就行了。
