而针对一个只是forecast的shortfall，不应该用only if这样绝对的字眼。

同意你的说法。是我糊涂了,想到考点以外的地方去了。这个only if在这里不应该牵扯到the accuracy of the forecast

是不是这样得出的?

The plan before you outlines feasible cuts that would yield savings of a billion dollars over the coming fiscal year. therefore We will be able to solve the problem
                we face ,( only if we adopt this plan).

therefore 后面to solve the problem表示充分条件. therefore前面the plan would yeild savings表示必要条件.

而第二个句子only if 后面表示的应该是必要条件,但是原文说的adopt the plan

所以得出结论B.
