主旨：跨国公司的扩张对国际经济环境的影响。

政府---> 政府和跨国公司的interaction
2. 这种转变的因素：区域贸易的趋势----> large effect on 世界贸易体系
举例子：1）美加自由贸易：有保护主义的concern
            2）欧洲1992 运动（EC发起消除货物、服务、资本和劳动力自由流动的障碍）
