政府资助艺术和艺术完整性之间，并非绝对的必然关系，政府资助的形式可以多样，政府可以只出钱，而把资助的标准交给懂艺术的独立机构去设置。另外艺术的完整性，也在于艺术家自己的坚持，而不能完全违背艺术的初衷而迎合大众的口味。
