这道题正确答案说选C,但是我觉得E也很有道理啊,如果美国现在的市场规模已经较大了,那么就算政府的initiative成功了,也很难有足够的发展余地让生产者维持现有生产规模呀
看了一位前辈的分析,虽然能接受C好像有些道理了,但是还是觉得找不出E的错误点,请各位NN指点一二

我的见解是。E是无关选项。
逻辑链:欧洲开发自己的市场成功了,美国同样开发自己的市场,也可以获利。
E选项说美国本土市场很小,没有任何信息说美国是否可以获利。无关。
          且换句话说,如果市场小,不可知美国开发自己的市场后是否可以弥补它在欧洲市场的收益,一样不可以maintain level。weaken。

open to discusion。。。

我觉得这个逻辑链说的是:
   因:美国成功的增加了国内需求
   果:生产者能够维持现有生产
我总觉得C是美国发起的对策能够成功的条件(也就是说,美国在本土有竞争优势,所以我们可以相信它的这一政策可以成功),但是和逻辑链没有什么关系。
是我的逻辑链提取出问题了吗?

因为欧洲有本土市场竞争优势,
如果美国也有,则美国会保持生产水平
