首先,题中说 "Reassessments should be frequent in order to remove distortions that arise when property values change at differential rates" 这就说明REASSESSMENT是应该发生在PROPERTY VALUE不统一的变化的时候,所以应该选一个没有统一变化的选项,所以就应该选BCD里面的,文中又说一般来说只有在会对政府有利的时候才会REASSESSMENT,所以选项就应该选对政府没有利的,因为上升是对政府有利的,所以应该选一个以下降为主的选项,就是D了,不知道有没有说清楚

C虽然是有一部分是下降,但是大部分是上升的,上升大于下降,所以对政府来说还是有利的,所以是会REASSESSMENT的,而且我记得OG的答案也是D,不知楼上的C如何得出的?
