首先，你发区了。

GMAC的原则是不浪费一个字母，一个标点符号，做到非常concise。
如果这个that可以省，而且不影响语意，一般GMAC就不会加上去。原因是：

to suggest that the elephant is descended from an aquatic animal and that its trunk originally evolved as a kind of snorkel

suggest了两件事：the elephant is descended from an aquatic animal和its trunk originally evolved as a kind of snorkel，结构清楚，无歧义。

去掉thatto suggest that the elephant is descended from an aquatic animal an its trunk originally evolved as a kind of snorkel

有歧义：the elephant is descended from 两个东西，一个是an aquatic animal 还有一个是 its trunk originally evolved as a kind of snorkel（evolved as a kind of snorkel做后置定语）
翻译过来就是：大象是从一种水生动物和其从潜水呼吸器进化而来的鼻子进化而来的。

或者是the elephant (that) is descended from an aquatic animal and its trunk/ originally evolved as a kind of snorkel
当然逻辑意思就更奇怪了。

总之，把that去掉除了结构不好之外，更有可能产生歧义。
