翻译水平有限,试着解释一下吧:题意:政府并不是做为一个制定政策得独立实体存在,而是做为一个实用主义得实体,为了获得再选。因此如果环境政策很糟糕,并不是由于政府得反常举动,而是:

A政策很难满足环境保护者的要求  与选举无关

B资金问题   无关

C公众对环境恶化问题非常关注    削弱

D大多数选举人会投票给采取特殊政策得政治家   未涉及环境问题

E大多数选举人并没有要求采取不同得政策   为了赢得再选,不去改变选举并不反对得政策  正确
