the author just trying to deny a housing program. according to his reasoning, no matter the firsrt sentence is true or false the conclusion he draws is valid. that is what C said.

'Homelessness' is the backgroud of the argument. It justifies the discussion of a particular programme. But  homelessness as being a social problem, by itself, doesn't constitute any part of the argument against the govermental programme made by the politician. It's a problem to solve. whether or not providing low-income housing is a good social programme, it still needs to solve. Thus it's compatible with either accepting... or denying....
