key D, but i think C is the right answer, can anybody help me? because C presents the true reason why hospitals give Novex to patients, and counter the original assumpition that because it's effiency that the hospitals give Novex to patients.

partly agree...
I think D is out of scope... the evidence using in the passage is talking about medicine subscribed by doctor.. D is talking about medicine without a doctor's subscription..

however choice C, at least to me , is not a good answer..according to the information given by choice C, we still can not weaken the passage unless one more information is provided: the manufacture of  sinus pain gives the hosiptal the lowest price among all the  painkiller medicine..

So I am wondering....
do you have another choice??

if  "hospitals give their patients Novex" is different from "doctor's subscription", then choice D can be a good choice..

in my opnion, I think D is out of scope, as I stated above..

but if  "hospitals give their patients Novex" doesn't mean that "doctor give a subscription", then choice D could be a good choice..
