请问下gwd阅读中的一小段话是什么意思？？？gwd24套中第7套的第二个阅读  中的一句话没有理解  

这段话我标红了，他说旧生产技术经常持续造成没被规范的有毒废物当这个技术被第一次使用时，然后举例说新法规对一个公司使用旧的balabala加以执行费用，但新企业避免了这一产生废物的流程？？？？  逻辑感觉不通啊，尤其是后面这个例子，完全没理解....... 求大神们解释下

刚好我最近也做过这一套题。
作者想表达的主题就是环境保护类的规定法规什么的对企业的影响不是均一的而是有差异的。首先举了个栗子，树大招风什么的你看懂了。然后说大企业有好处啊，但是小企业也有好处啊，bulabula，最后，旧的制造工艺在以前不受影响，新的环境规定让他们有很多cost，但是新的设施根本不受影响。这个栗子也是为了证明环境规定对于企业的影响不是均一的。By之后是这篇文章的结尾，就是那些环境经理意识到他们的随意裁判权，和环境规定影响的不均一性，他们可以怎么样怎么样。
总起是point，中间那几个平行的都是说影响不是平均的，比如区位，规模和技术先进程度的不同而不同。最后是说环境经理由此的作用啊什么的怎么总结都行

再问下，你意思是说这段话是原来旧的技术没受规范，现在新的管理一出，他们就开始收费了，但新企业就没事，因为他们没用旧技术，这个例子什么的重点主要是说这个新规范对企业并不是都平等的
是吗？？？

是的，就是为了展现不公平，因为老的企业的技术会产生污染，这些旧技术刚问世的时候并没有污染的限制，现在不让排放了，或者要排放就收钱什么的，自然增加运营成本。但是新企业就没有这个问题，因为他们尽量规避了产生污染的工序，所以对旧的企业，就是那些还在用旧技术的企业不公平。服务于论点，环境规定对企业影响不相同。不公平表现在下文几个分论点上。
