Hi there,
Yes, in the given sentence 'after all' introduces an additional premise.
However I would strongly recommend you to take in to the consideration the whole context of the stimulus and do not decide whether particular sentence is premise, counter premise, or additional premise simply on indicators. lest it can cause troubles for you in difficult CR questions.
As you learned in the Powerscore Bible, Author usually provides the counter Premise in order to state the other side, if any, of the argument. It can also be provided to lessen the impacts of possible objections if raised somewhere. On the other hand 'Additional premise' has altogether different function. It is usually provided to solidify the conclusion for its better evaluation; however, it is not an essential thing for the conclusion to hold true.
It is better if you classify the premises (additional and counter) according to the above criteria, and with considering the context of the stimulus.
