是不是这个意思呀?经济好的时候有25%的学生在私立,经济不好的时候去私立的人数应该减少,去公立的就增多了,这样由于比例不变,公立学校在经济衰退的时候需要的老师反而要多了,不会减少

啊,对对对,经济不好的时候他们就没钱去私立学校,只能去公立学校了
