想求问一下OG13 SC43中them无所指的问题

OG解释这个选项说them指代unclear，但是整个句子作为复数代词没有其他所指，理论上应该只能指代前面的people，应该是可以的啊？求各位大神解惑啊！！！

我知道C选项很wordy不舒服，而且用whom非常好。但是我不太明白them为什么不能用，为什么会unclear，各位大神帮我解释一下吧，跪谢

我是菜鸟，正好碰到这题，讨论一下。
我觉得C中的them无指代是因为，but后面都是个介词短语，如果把in...with...去掉，them就无指代了。而且them其实想指代的是a population of only four million people，但是所有格是不好的先行词，所以them这个代词在指代时出现了指代不明。

我是不懂D选项，OG解释是undue emphasis to the claim that many of the people in Laos live in inaccessible places.这有什么关系？

因为这里加了and的之后整个句子的意思就改变了吧。本来intended是要修饰four million people中的一些人，结果加上and变成了另外一个独立的句子，所以变成了many of the people in Laos live in inaccessible places，这是and后面的一个独立的句子。

是的啊，那些人说的是laos的啊，OG的解释也是这样的啊。我不知道你看过曼哈顿了没有。里面有强调说非限制性和限制性定语的区别，正确答案做的是非限制性，所以对原来要表达的意思没有任何影响。但是加了and之后，句子的侧重点就改变了，变成这些人是blabla什么的了

答案说C指代不清可能是population的用法所致，这里in population在我看来类似a population of，前面有一个a，再用them就比较奇怪。
此外，即使them没问题，也应该在many前加and才能使语句通顺，但加and就变成D的情况，错误地强调了很多人住在难以到达的地区，答案的意思是这句话主要比较Britain和laos的面积，人口，山区只是修饰，不能作为强调的部分。

我突然想到 it和that 的指代区别，
it指代和先行词一样的名词，包括先行词的修饰语
that只是指代前文的核心名词
具体内容可参见曼哈顿5版79页
是否them也和it一样呢
如果是这样的话，那么them指代的就应该是 a population of only 4 million people
open to discussion~

我第一次看的时候认为many of them又是一个新句子了 应该句号了吧
many of whom引导一个定语从句
而many of them做主语 另起新句子了
不知道这样理解可以吗？
