2014.1.18托福独立范文首发。本次写作独立题貌似是新题，各家机经都没中，再次印证了“机经是锦上添花，实力才是王道”。该题属于比较题，可以迅速采用反证法+让步的形式来某篇布局，即要写A,B,C三个选项哪个最不重要，可以用两个理由段分别说明B和C的重要性来反衬A最不重要。让步写法请参考本范文。 题: During economic crisis, which one of the following expenditures should be reduced by government: library, police or public transportation? 题型：比较题 角度：原因挖掘 观点：让步段 开头：可以削减图书馆的开支。（话题引入+双方/某方观点+明确立场及过渡） Library, police and public transportation are indispensable parts of a city. And it is the government’s responsibility to invest on these three fields to keep the city running healthily. But during economic crisis, which one of the three expenditures can be cut down? The way I see it, in order to get over the financial difficulty, the government should spend less money on library, for the other two areas are of fundamental importance. My point of view is based on the following reasons and examples.（85字） 中间段1：经济困难时期社会动荡，社会需要警察维持基本秩序。（主题句+说理论证+细节例子） Firstly, during financial crisis, the police are particularly necessary in keep the city safe and stable. We  learn from history that financial crisis always comes along with riots and turmoil. Confronted with unemployment, bankruptcy and decline in living standards, people are likely to swarm into the street to challenge the government. If the police are in shortage due to lack of funds, the city may slide into a dangerous situation, in which the basic social order would be undermined. For example, some criminals would probably take advantage of this chance to loot the shops or rob civilians of properties.（100字） 中间段2：经济危机时期，交通是经济发展的动脉。（主题句+说理论证+细节例子） Secondly, the public transportation should be even strengthened when the recession occurs. It is because most of economicactivities are closely bound up with transportation. In other words, the public transportation acts as artery in the development of society and economy, especially in the time period of financial crisis. For example, in order to battle against the recession, the government must takemeasures to stimulate the sluggisheconomy by encouraging people to go around in search of new business opportunities, or attracting foreign investment. And a smooth public transportation is the guarantee to make those activities happen. （97字） 让步段：当然，图书馆也是很重要，可以在经济危机时期给人充电学习的场所，但是政府对其投资行为可以暂停，因为读书充电完全可以由个人完成。 Admittedly, library is also essential to help government survive the tough period, because it can provide people with a place to stay away from the hustle and bustle and regain the passion towards life by reading. However, in a special period of time such as economical crisis, I believe the public can totally understand the cut-down on expenditure of library, since the police and the public transportation are more important. Besides, the reading and thinking can be done individually at home. （82字） 结尾：重申观点，归纳理由/升华主题 From what has been discussed above, we can safely draw a conclusion that among library, police and public transportation, the library can be invested the least when the government comes acrossfinancial difficulty.
