Most of coins are made from the purest gold of 92%. So, these coins cannot be refined to highter level. Obviously, the rest of coins being refined must be below 92%.

C. say if two gold coins have equal value of10$, one minted from gold mined in West Africa contains 92% gold, and the other minted from other source. The latter one can be refined with other gold content. This allows us to deduct C.
