题目选B，我有一个问题，B选项这句话我没特别看懂，因为找不到B的谓语在哪，这也是当时看题目进行分析时候遇到的问题

谢谢。我明白了，但这道题目我仍旧很不明白答案的意思，The Editorial states that a reallocation of the voting shares of the Intercontinental Bank is desirable in order for the Bank to more effectively shape global economic policy. Evidence is then presented that the voting shares of two countries, China and Belgium, are not in proportion to their contributions to the global economy. The argument does not actually present any evidence that the efficacy of the Intercontinental Bank will improve if Voting shares are reallocated; this must  be assumed in order to support the conclusion. 答案说第一段是表现出来一种desire,是因为第一段用should的吗，所以答案需要对这个进行再次确认吗，否则这个答案是不会有点多余了

I still cannot get what is your problem.

I guess that you feel the right choice is too obvious or too simple to be the right answer, right?

If I am right, you can read the following. If not, just neglect it.

You know assumption is always plain and common without any surprising element.
That is the reason why they are assumptions.

Why should B is the right choice? I make up an analogy making the assumption more surpring.

Analogy:  P: you want to cure you illness.
              C: you must drink volume of water proportional to your weight.
              Assumption: drinking water proportional to your weight can cure your illness.

没看懂楼主的思路。。然后自己用Helr的方法来分析一下
判断类型是方案
方案内容是reallocate
目的是shape

然后问题问的是加强，所以那四个CQ里面，答案B提到的是CQ1：方案可行，也就是说proportion的改变是可以shape的，所以就加强了选B
