In the first place, the author claims that Helios's unemployment rate was lower than the regional average. However, the author did not provide the accurate statistic data. And if the unemployment rate was just a little bit lower than the regional average, corporations do not need find new opportunities or a new location. Also, even though the unemployment rate is enough low for corporations locate there, the saturate market will not allow new entrants. So,the reason that the unemployment rate was lower than the average in the region is not a convincing reason for corporations locate there.

In the second place, the author believes that Helios is industrial centre of the region and it has provided more than its share of the region's manufacturing jobs. However, the author fails to demonstate that the relationship between industrial center and seeking new business oppportunities or a new location. Even though Helios is a industrial center,the non-industrial corporations will not receive benefits in the Helios. Also, in the past Helios has provided many share of manufacturing jobs, but the author did not mention the situation nowadays. The author assumes that the reality will remain unchanged in the future, in fact it is not the case.So the second reason is not persuasive at all.

In the third place, Helios is attempting to expand its economic base by attracting companies that focus on research and development of innovative technologies. The author didn’t mention the other sort of companies. If Helios want to appeal the companies that focus on research and development of innovative technologies, these kind of companies will benefit a lot. But whether the other corporations, such as chemistry company, real estate agency ets., would possess the privilege is a question. The author fails to provide information regarding other types of corporations.

To sum up,the author fails to provide adequate justification for this argument. The reasoning is not only vague but also incomplete. The logic reasons are questionable with several mistakes. To strengthen the conclusion, the author should demonstate other advantages for corporations to locate there and find new business. In this way, we could establish the conclusion that corporations should look to the city of Helios when seeking new business opportunities or a new location.
