看问题里高亮的部分，这个问题问这个签名在什么情况下误导了想要extend地方里条例的人，就是说误导了想要加强地方条例的人。
C里面说州法会取代地方条例，而地方条例包含的禁止其实是比州法更强有力的=>正好是和加强禁烟地方条例人的想法相反

你看，这个题目是在说，在一个州内，大部分城市啊什么的都有自己的禁 ...

对于C的理解有问题吧
C.   The state law would supersede the local antismoking ordinances, which contain stronger bans than the state law does.
which指代的是 local antismoking ordinances，是说本来的地方条例要比在推广的州法其实更严格
