C的意思是需要高学历的工作的平均工资很高并不是因为这类有高学历的人才稀少，那么也就说即使未来几年大量有高学历的人才产生，也不会导致整体平均工资的身高（因为丫根本就不是因为高学历人才少才给高工资，所以人多人少没关系）

楼主你看清题目中说的是the average salary for all workers in Kravonia，不是你说的这个高学历群体的平均工资。
