这道题的意思，如何阻止商业飞机的事故，研究显示飞行员错误占了三分之二，因此为了解决这个问题，增加训练………………，但这样的措施不能补偿飞行员实际飞行时间……，因此要重新考虑……，

推理过程是：增加训练时间……可以阻止飞行事故，但不能弥补实际飞行时间………，因此是D是正确答案，C的数字文中没有提到，属于无关项。

题目中的two-thirds是不是和数字有关呢？

这题讨论过很多次，请搜索。C错在该项目的目的是减少飞行员的错误导致的事故，不是所有事故，而飞行员导致的事故只是其中一种。所以不需假设该项目对全部事故的效果。就是说将C取非，结论该项目没效果（不会减少飞行员导致的事故）一样成立。
