因果。
S比C好，-->只用S就能达到最佳效果
S 比C好-->S和C可以一起用-->S+C能达到最佳效果

其实我做题的时候没想是哪种CQ...我感觉对于因果这类型的题目，两个CQ的区分不重要。。。可能也是因为我区分不来吧。。

感觉判断出因果之后就想不出CQ了~~ 是不是应该想：有S就能达到best吗？

但我又感觉这样的CQ模式很像方案CQ1 “方案实施后，能达到预期效果吗”.... 可能就区别在那个"most"吧~~

再举个例子 OG46

If the county continues to collect residential trash at current levels, landfills will soon be overflowing and parkland will need to be used in order to create more space. Charging each household a fee for each pound of trash it puts out for collection will induce residents to reduce the amount of trash they create; this charge will therefore protect the remaining county parkland.

我觉得是这样的：

P：If the county continues to collect residential trash at current levels, landfills will soon be overflowing and parkland will need to be used in order to create more space.

C：Charging each household a fee for each pound of trash it puts out for collection will induce residents to reduce the amount of trash they create; this charge will therefore protect the remaining county parkland.

conclusion还可以这样看：to induce residents to reduce the amount of trash and protect parkland, government should charge fee.

仔细看方案应该是没有论述过的，所以是方案推理。

你要让我出题，我 可能从两个方向想，一个是你说的 有S就能到达best了吗？（CQ逻辑链）还有一个是 真的有S吗？（CQ 因的可以改变果的特点）

但是做题的话，你判断选项就可以了，这道题讨论的是 最有效减少污染的方法，通过无关可以排除三个选项，剩下的两个，你一比较就知道那个更好了

(A) Switching to cleaner-burning fuel will not be more expensive than installing scrubbers.-->cost,无关

(B) Northern Power can choose from among various kinds of scrubbers, some of which are more effective than others.—>这个涉及到了前提中的S，说S中也有好的也有坏的，所以呢？选最好的就能达到doing the most了吗？

(C) Northern Power is not necessarily committed to reducing harmful emissions from its plants.—>committee 无关

(D) Harmful emissions from Northern Power’s plants cannot be reduced more by using both methods together than by the installation of scrubbers alone.

(E) Aside from harmful emissions from the smokestacks of its plants, the activities of Northern Power do not cause significant air pollution. –->other air pollution 无关
