昨天我也困扰了一天来着，现在说自己的理解：

首先这句话几个重要的单词：sniping 诽谤、中伤；counterproductive 使达不到预期目标的；not justified 不合理、不正当的

因此第二个it指代的应该是前面的 investor's sniping

句子意思是：（首先）工厂投资者对工厂管理本身的诽谤是否能达到预期目标是值得商榷的，但是很明显的是这样的诽谤本身就是不合理的。

按我的理解这个it也是sniping，不过我从cd下载了的一个cr的题目以及选项翻译，跟我的理解不一样。看到你的回答，我肯定一点了~但是这个“达到预期目标”，投资者诽谤的预期目标是什么呢？
