在比较中省略动词，用do/does/did代替的问题

Local residents calim that San Antonio, Texas, has more good Mexican American restaurants than does any other city in the US.
这个是个白勇语法中一个正确选项，在than后面是把does提前放到主语前面了，我想问的是如果选项中出现  than any other city does， 这算对还是错呢？

这个does/do/did在than后面提前到主语前的已经碰到过多个题了。

另外我还想问，刚翻了一个老帖，讨论一个老题：

卖哈顿对这个题目的解释是, 划线部分的as the civilizations 后面省略了一个flourished, 说这个flourish 和 系统次一样，比较结构或者平行结构中可以省略，这种说法对么？
