C不搭嘎，因为这里提cold weather目的是指，天气冷所以Oil 或 gas 用量会大，若oil &gas互为替代品，则oil价格低， gas价格也低。B 正好说的这个。
C中假使Oil 和 gas产量受天气影响，也没说是supply 降低或增加，更没有most support
