I seem only comprehensive one factor and overlook the second factor, which is "labor's reduced bargaining strength". Choice A talked about efficiently which the article does not talk about it. Pay attention on adjective in answer choices.
Q49, Details. The question ask what is the reason presented in the beginning of the article if it has not been argue against. I overlooked the description of first-time workers. (who supposedly prefer it)
