我觉得不完全是，因为最后的判断是在AD两项上

A As ...were declining ... in late February, many analysts conclude...
D Because ...declined ... in late February, many analysts concluded ...

我会觉得，关键是A的前面分句的过去进行时和后面现在时不匹配
如果只是declined和conclude的话，或者是were declining和concluded的话我倒觉得都还好
因为其实我们不是很能一眼看出来，到底是因为过去的那个事情，现在分析师得出了一个结论
还是说在过去因为那个事情（已经发生了/正在发生），分析师当时得出了那个结论

如果有机会的话你可以再快速看一遍单项刷动词的那些题
看看时态和提示词有没什么规律，我没有这样总结过，只是自己感觉重点是focus在前后俩动词时态要协调这一点上的
