句子的意思是允许扣除的D=成本+1/2利润，但是D还不能超过成本的两倍。可是下面的三倍怎么理解呢？？
prociso that deductions cannot exceed twice cost,指的是这样的一种限制：减免不得超过两倍成本，即作为其减免基数的、用来计算减免的（成本+利润）不的超出成本的三倍。

If C=calculate减免的基数
This amount of C cannot exceed 2 times of cost, which means C must be comparable with the following two limitations:
1. C<=成本+1/2利润
2. C<=2*成本

The 3 times which Mr. PengYang mentioned seems a little odd :-)
