C中说21岁以下有车的人多，那既然喝酒的人数没少那车祸应该更多才对，与原文的结果不符，不能解释discrepancy

喝酒的人数不变，那出车祸死的人数也不变，分子不变

开车的人多了，分母变大

所以比率下降

我觉得是C对

文章没有在说比率，Alcohol-related traffic deaths among people under 21 have decreased significantly since 1990，是说绝对值哦

Agree. No ration but absolute number of traffic deaths. Still B is the best.

此题无聊,没什么讨论意义,B里题外推测太多,不一定在外面喝酒回家才会出车祸,在家喝酒喝完了出去也会出车祸,何况在酒吧喝完了也未必一定要开车回去.

我也觉得这道题目很恶心，当时做的时候，反复看觉得哪个都不太好，最后无奈之下选了B，估计意思就是在家里面喝酒就不出去开车了。
