collection费会很影响居民的购买力，如果他们不减少垃圾的数量的话。看到没，这相当于加强了conclusion收费会减少居民扔垃圾的量，因为收费会减少他们的购买力，他们不会乐意缴费就会减少扔垃圾的量了。

这个题不需要取非来做吧，顺着“排除他果”的思路就好了。
也就是说这项措施不会造成其他反方向的结果。
