答案是B。。。可以接受吧。。。我想问下C为什么不对呢？The number of snow geese taken by hunters each year has grown every      year for several years.说明每年被捕的SG逐年增多，而这又占SG总数量的5%，说明SG总数量也在逐年增多啊，说明其他物种不能recover，C不是可以削弱么？

但是要注意题干中说的是birds are threatened by recent sharp increases in the population of snow geese，B选项中明确指出restriction已经实施多年。但是是最近的increase对其他物种造成了威胁。所以restriction与最近的增长无关，因而不能保护其他物种。
C选项中，只说了snow geese的数量增长，只是重复了题干条件recent sharp increases in the population of snow geese，并不能对restriction的作用造成了最近的increase起到否定作用，因此无法削弱。
