 1) Love is when you are as concerned about someone else’s situation as you are about your own.
 --- Love is (a thing) when you are as concerned about someone else's situation as you are about your own.
 
 2) My boss knew when I left the office.
 --- My boss knew (it) when I left the office.   /Though it's also possible yet less that My boss knew (exactly the time) when I left the office.
 
 3) My boss knew that I left the office.
 --- My boss knew exactly the fact that I left the office.
 
 Back to your question:
 
 4) "on" (is) used to show when someone is a member of a group or organization
 --- used to show the fact when someone is a member of a group or organization
 
 But still you can challenge it with amibiguity, like 2)
 
 however, it's not in a standardized test like GMAT, and if you read A LOT, you'll find it quite common in English formal writing to use "when" like 2) and 4), yet uniquely refering to the first meaning.
