答案是A

我错选了C，og对C的解释是，C与reduce the number of prank calls、 without hampering people’s ability to report a fire这两个中心的问题无关，如果一个唯一发现起火的人只有access to boxes 而不能打电话的话，就算phone比box好也没有用。我能理解C的不对。
A的意思是说fire apartment追踪并记录所有来自phone的火警。og的解释为，这样就可以reduce the number of prank calls，所以support。但我的疑问在于，用对C的解释来解释A的话，如果一个唯一发现起火的人只有access to boxes 而不能打电话，那么remove了boxes就是可能hampering people’s ability to report a fire的啊。
综上，我感到很凌乱啊……A、C对比的话A是更好的，最起码support了其中一个目的，但混乱在于，题中说明了 virtually everyone has access to a private telephone，而og对C的解释却是“如果一个唯一发现起火的人只有access to boxes 而不能打电话的话，就算phone比box好也没有用”，这不是有点矛盾吗……所以我觉得og的解释有点问题……求高手解答，不胜感激！！

不用管og的解释。我的感觉og一些题目的答案是对的，但解释是错误的。

啊 我觉得这个题你想偏了~
题目说，他们要remove 电话亭就是因为现在人人都有私人电话了，所以移除公共电话，用公共电话打骚扰的人会少，这样就能保护那些打电话报警的人。而C选项是比较从哪儿那电话，报警更好，和题目完全没有关系了。
不知道我说的对不对~~

同意楼上，觉得OG答案是对的，选A，但是GWD-25 Q22跟这道题一样的，答案却给的是C。。。不懂了当时就。。。

D说了一个remove的好处，也是在支持吧？
为什么就不如A好呢，求解答QAQ

注意下问题：Which of the following, if true, most strongly supports the claim that the proposal, if carried out, will have the announced effect? 最支持the claim(如果这项提议执行会有预期的效果)的是哪一项？
D选项说 应答假的报警电话会削弱火警署应答fires的能力。这一项并没有支持claim，只是说如果提议有预期效果，这个效果是好的 ~ 而要支持这个提议，则要像A那样说清楚或经部门会追踪所有私人电话的来源--因此可以防止恶作剧电话--也因此移除电话亭来减少恶搞电话是被支持的
换句话来说，要支持claim最好的方式是说清楚他为什么好，而不只是他好~这样太苍白了~

我一直以为A的意思是，会trace那个火灾的地点，方便灭火。。。
后来发现是trace电话来源，防止恶作剧骚扰电话。。
昏倒。。。
