从逻辑意思上讲：银行遇到两个问题，一个是银行现在持有3 billion的逾期贷款；一个是银行不指望这些贷款到期之后能够被支付！

实际上可以把in such trouble that省略，因为平行部分是The bank...or it does not expect...
payments使用被动语态，因为不要指出是有谁来“支付”.  it 指代bank, they 指代loans.

当然可以，loan in trouble的意思就是出现坏账的风险。
