2.due这里是adj.应得到的.不只是将来也是现在应得到的,所以用一般现在时.不用将来时

  我认为seriously delinquent 和 in such trouble都是修饰loans。第二个that从句是修饰trouble的。$ 3 billion in loans是一个整体，不能分开。
