offer from Mississippi State University

今天终于拿到了第一个offer，结束了三无状态
这个学校前一阵子邀请我去学校面试，总共见了8个叫兽，两个勃士，感觉还可以
本人本科国内211理工院校工科专业，辅修金融，硕士美国某不入流学校金融专业，GPA3.65，GMAT730，托福没考
但是这个offer有点没看懂，请大牛们指教

I am pleased to offer you a Graduate Teaching assistantship position in the Department of Finance & Economics at Mississippi State University, beginning on 08/16/2013 and ending on 06/30/2014 or upon  the request of supervisor to terminate early, whichever comes first, subject to satisfactory performance.  You will receive a monthly stipend of $ 1,375 not to exceed a total of $16,500 for this period of employment. In addition to the above monthly stipend, the University will provide an exemption of approximately 71% of the assessed tuition and required fees.  An exemption of 100% of the nonresident tuition/fee assessment will be provided if you are not classified as a resident of Mississippi.  You will be responsible for the remaining balance of assessed tuition and required fees.  Under the current tuition/fee schedule, this balance usually falls between $800.00 - $850.00 during fall and spring terms or $85.00 - $90.00 per credit hour during the summer term. (The tuition/fee schedule is subject to change).

我有几点疑问
1，这个$16，500只是10个月的工资吗？
2，那个学费减免，我到底符合不符合100%减免的规定啊，这个看蒙了
3，是如果给我减免71%我只需要付$800一学期的意思吗？
4，在那个城市，每个月$1，375的工资够花吗？

100%的是州外学费部分全免。州内学费只免71%。

请问最后你去哪里了？Miss state U j 金融好吗?

去过那个学校一次，环境还不错的，一眼望去全白人，非洲裔都很少，亚裔更是稀有动物了。
不过密西西比属于经济较差的州了，物价应该不会高，1375的工资差不多够花了，如果楼主不是个大手大脚的人说不定还能存些钱

密西西比可是黑人比例最高的州啊。。。。。。
我税后只剩下1200左右了，不过每个月还是能剩下几百块
请问你在哪个学校？什么专业？
