题目的大体意思是
employer用polygraph来决定是否hire job applicant. 但是ploygraph的result is inconclusive（就是有不确定因素），which is it has failed to show whether the examinee was truthful or untruthful.

选项C的意思是：inconclusive polygraph test对examinee(也就是job applicant)是不公平的
