题干给了physicians have the final say,也就是说及时advertisements 提供 information about newly available medications,只能说是药的有无,决定 prescription 开不开和怎么开,还在于医生。

原文说“  general population lacks the specialized knowledge to evaluate such advertisements ”,即因为群众缺乏专业知识所以不能判断药是否有效,暗指医生有专业知识所以能判断药是否有效,所以广告不能影响医生开药,能影响的只有医生会不会屈服于患者。
所以E优于D。
