首先声明偶不是高人。

如果不是因为政府巨大的预算赤字，prediction就不会反作用于dollar；所以应该减少赤字以避免dollar贬值。

but后为条件状语主从句，语气为虚拟语气，其为倒装形式：had it not＝if it had not,这里省略了if；这种情况通常用在句首比较多。which引导非限定从修饰budget deficit。

我还是不大明白，

如果说是if引导的条件状语从句，那if哪去了？这种省略是什么语法现象呢？

我感觉就明白多了，可惜不是呀？

which must therefore be decreased to prevent future currency declines. 这个应该是修饰deficit的，作者应该是为了修饰这个deficit才这样写句子的吧？
